The development concept of required to face globalization is a concept of publicparticipation. In this concept, public have a right to participate in decision making, makingof policy, planning, implementation, evaluation, and control. Four elementary concept andform- able to be made by Masyarakat Adat Sakai to participation in oil mining in RiauProvince, that is ; the right to get information, tribal peoples participation in decisionmaking, the right to access at justice, consultation right. Working Group On IndigenousPopulation have formulated standard setting of tribal or indigenous peoples participationin development, related to usage of natural resource and their land at tribal peoplesterritory, this Principal formula for example : Free, Prior, Informed And Consent.
